Dr. Rick Shinto, the acting President and CEO of InnovaCare Health, has an impressive team of executive leaders, which include Chief Administrative Officer (CAO), Penelope Kokkinides. CAO, Penelope Kokkinides brings 20 years of healthcare knowledge, experience and specialization in areas of Medicare and Medicaid, and the managed care industry.


Some of the other impressive positions that Penelope Kokkinides has had in the executive sphere included serving as the Executive Vice President and Chief Operating Officer (COO) for Centerlight Healthcare. In addition, Kokkinides was the COO at Touchstone Health and Corporate Vice President for Disease Management and Care Management at AmeriChoice, which is a business unit of UnitedHealth Group. While at UnitedHealth Group, Kokkinides was instrumental in the development and implementation of UnitedHealth Group’s health-related model. Kokkinides decided to rejoin Innovacare Health in 2015 and currently works with Dr. Rick Shinto’s executive team.


Dr. Rick Shinto has over 20 plus years of operational and clinical healthcare background in managed care. Rick Shinto earned a bachelors of science degree from the University of California at Irvine and his medical degree from the State University of New York at Stoney Brook. Mr. Shinto also earned an MBA from the University of Redlands. Dr. Shinto began his medical incumbency as an internist and pulmonologist will doing his medical practice in Southern California.

Shinto is a graduate of State University in New York with a bachelor’s degree in medicine. He also holds another degree from the University of California and an MBA from Reylands University. He began his career in Southern California where he worked as a pulmonologist under an internship programs. Since then he has worked with several healthcare companies such as Medical Pathways Management Company, PMC Medicare Choice, Cal Optima Health Plan, Med Partners and NAMM California. In most of these companies, he had a chance to serve in major management positions.



Shinto believes that healthcare is more than mere access to the plans. Under his leadership, InnovaCare has launched programs that increase the public healthcare awareness. InnovaCare, Inc. is redefining healthcare management to meet the challenges of today’s complex healthcare environment.
